When we drop Lottery Tickets, must we have it in the Inventory to win or can we drop it like last year?

They work exactly as last year and as the years before. Infact they never worked differently.

But Shadow, i know that 2-3 years ago, they worked differently.
It was like you must have it on your Chars in the inventory to win. When you sold it to General Store or you drop it and they dissapered you had not the chance to win.

I am here since 3 years so it is not possible or you refer to something happened before. It is an event built inside the game. If the old team didn't know about it and just runned a similiar event without using the scripted event of the game, then i don't know

The event assign the drop to your character ID, so you don't even need to pick it up.
