For me all this sound just like an excuse, you increased the normal rates and forgot about Dragon Scroll/Guild Smith, which rates now are lower than the normal rates.

BMA+6->+7 says 40% with normal Blessing, and 35% with Dragon God Bless Scroll... why that ? Should be 50%...
EE+7->+8 it says 50% with normal Blessing and 30% with Dragon God...
